ABSTRACT

When accidents ,mishaps or even disasters occur as a result of construction activities the relevant authorities, in particular, the Department of Safety and Health (DOSH) conduct investigation to know the root cause of the accident, to determine whether the parties contributing to the accident have performed their responsibilities in accordance with the procedures and in conformance with the prescribed legal provisions, to determine the person or persons responsible and hold them accountable, and to mitigate the impact of the accident on the victims. The investigation is a very important activity not only because of the above mentioned reasons but more so for us to understand why such accident occur and what can we do to avoid repeating similar mistakes in future so that we may reduce the probability of similar accident occurring. However, to be effective the investigation must include all those who play decisive roles in the value chain of the construction projects. Project management is one such discipline. This paper explores why project managers who are deemed competent in construction project management or at least a project management perspective, must be a member or forms the basis of the investigation so that an existing competency lacuna in the investigating team can be address.
