The ACPM Council is the governing body that steers the strategic direction, policy formulation, and professional standards of the Association of Construction Project Managers Malaysia. Comprised of experienced leaders from across the construction sector, the Council upholds ACPM’s mission to elevate the role and recognition of project managers nationwide.

Advisor
PMr. Ir. Mohamed Bin Mohd Nuruddin
He began his civil-engineering career in 1976 with Perunding Bersatu Sdn Bhd, moved to MARDEC in 1979, and later became Chief Engineer at MARDI. In 1996 he joined the newly formed Construction Industry Development Board (CIDB), where he served as General Manager of the Technology Division (1998), General Manager of Business Development (2000), and once again headed the Technology Division from 2003.
Across these roles he managed a substantial portfolio of civil and building projects and drove several national milestones: Malaysia’s first Project Management National Competency Standard, the inaugural Construction Industry Master Plan, and the creation of the Construction Research Institute of Malaysia (CREAM). He also founded ACPM in 2012 and authored the first proposal to the Ministry of Works for a statutory Board of Project Managers.
Internationally, he represented Malaysia at APEC and led the national delegation to the BIMP-EAGA forum. A frequent speaker at local and global conferences, he was awarded the federal honour Pingat Kesatria Mangku Negara (KMN) by His Majesty the Yang di-Pertuan Agong in 2005.

Ar. PMr. IDr. Kol(K) Dato Seri Dr Amer Hamzah Mohd Yunus
He is an architect by training, with an MSc in Architectural Building Conservation and a PhD in Architectural Conservation Management. A Certified Construction Project Manager holding the Professional CDM credential, he spent 37 years with Malaysia’s Public Works Department (JKR), rising to Deputy Director-General (Building Sector). During his tenure he directed the delivery of multiple design-and-build hospitals and managed the construction of new Malaysian embassies worldwide—from Washington, D.C., to Moscow. He also served as Assistant Project Director for the construction of the new National Palace.
Deputy President
Assoc. Prof. PMr. Sr., Ruslan Affendy Arshad
He holds an MSc in Construction Management (University of Glamorgan, UK), a BSc (Hons) in Building (Coventry University, UK), and a Diploma in Building from UiTM. He is a Fellow of the Royal Institution of Surveyors Malaysia (RISM), a Chartered Builder with the Chartered Institute of Building (CIOB), and a Certified Construction Project Manager (CIDB).
Currently serving as Deputy President of the Association of Construction Project Managers Malaysia, he actively champions the critical role of project managers in national development. His project portfolio includes leading the development of the Four Seasons Resort in Tanjung Rhu, Langkawi, as Project Manager and managing a major refurbishment project in North Wales, United Kingdom, as Site Manager.
An industry educator since 1989, Ruslan works closely with the Construction Industry Development Board Malaysia (CIDB). He has spearheaded the creation of professional standards and curricula—NOSS, NCS, CICS, and COCS—for project managers and site supervisors, and has led training programmes for Syarikat Pembinaan Yeoh Tiong Lay as well as for contractors’ engineers and managers in Indonesia.

PMr. Sr. Dr. Wan Maimun Wan Abdullah
She holds a BSc (Hons) in Quantity Surveying (1981), an MBA (2001), and a PhD in Project Management (2010). Her 44-year career spans both the public and private construction sectors, during which she has served as President of the Royal Institution of Surveyors Malaysia (RISM), President of the Association of Women in Construction Industry Malaysia, Deputy President of ACPM, and Council Member of the Khadijah International Waqf Foundation.
Her achievements have earned her multiple honours, including RISM’s “Malaysian Surveyor of the Year” (2012), the inaugural CIDB “Construction Leading Lady” award (2013), the PAQS Medal (2019), and the CIDB Fellowship Award (2023).
Vice President
PMr. Dr. Abdul Rahman Ramakrishna
He is an Armed Forces veteran with 37 years’ experience in project and programme management.
He holds a BSc (Hons) in Housing, Building & Planning (Architecture Part I, 1989), an MSc in Project Management (1995), and a PhD in Project Management (2005).
During his military career he managed numerous design-and-build projects for the defence sector. In the private sector he joined the Sunway Group, where he served as Project Manager, Quality Assurance Manager, and Programme Manager on major construction assignments. Through his own construction companies he has also developed housing schemes as both a developer and a design-and-build contractor.
Secretary-General
PMr. Ts. Manarus Maddin Bin Mat Noor
He is a civil engineer by training and holds an MBA. Currently serving as General Manager (Operations) for a G7 construction firm in Terengganu, he is a Certified Construction Project Manager (CCPM), Professional Technologist (Ts.), and CDM Professional. His 32-year career spans the full construction life-cycle, from project inception through post-completion.
Deputy Secretary-General
PMr. Ts. Yat Weng Cheong
He is a Certified Construction Project Manager (CCPM) and Project Management Professional (PMP), as well as a Chartered Member of the Chartered Institute of Building (MCIOB). He also holds memberships in the Association of Construction Project Managers (MACPM), the Malaysian Institute of Arbitrators (MMIArb), the Malaysian Association of Certified Construction Project Managers (MACCPM), and is an Associate Member of the Institute of Value Management Malaysia (AMIVMM).
Educated in civil engineering, construction management, project management, and law, he has spent 36 years leading construction, development, and property-management projects from inception through post-completion. He is additionally accredited as a CDM Professional.
Honorary Treasurer
PMr. Jesu Dass Muthu
He is a Chartered Building Engineer (UK) and holds an MSc from Heriot-Watt University. He is certified in Adjudication by the AIAC, is a Certified Construction Project Manager (CCPM), a CDM Professional, and a Certified Asbestos Removalist (Singapore).
Over a 35-year career spanning oil and gas, energy, and environmental-engineering projects, he has led multidisciplinary teams from concept to completion. His expertise lies in design-and-build delivery of scheduled-waste infrastructure, end-to-end digitalisation of construction processes, and carbon-emission-reduction programmes. Under his leadership, his company became the first Malaysian construction firm to achieve ISO 14064 greenhouse-gas verification—an accomplishment recognised by the Malaysia Book of Records.

PMr. Jimmy Yap Sze Chun
He possesses a BSc. (Hons) in Housing, Building & Planning, specialising in Construction Management, which he earned in 1999. He has been a Certified Construction Project Manager since 2007. With 26 years of extensive experience, he has been involved in a diverse range of projects in both the private and public sectors. These projects include residential high-rise buildings, commercial structures, industrial facilities, and educational institutions, where he has managed them from their initial stages right through to their completion.

PMr. Wan Noor Azman
He is a civil engineer by training and a Certified Construction Project Manager (CCPM), he brings more than 40 years of construction and consultancy experience to the council. He began his career with the Public Works Department before moving to KL International Airport Berhad, where he served as Deputy General Manager for Planning and Quality Assurance.
His project portfolio includes landmark works such as the Selangor State Mosque in Shah Alam, the Federal Territory Mosque in Kuala Lumpur, and royal facilities for the State of Terengganu. As Development Attaché at the Malaysian High Commission in Brunei Darussalam, he oversaw the design and construction of the chancery and the High Commissioner’s official residence.

PMr. Sr. Eddie Lim Sek Cheon
He is a Certified Construction Project Manager (CCPM), Fellow of the Royal Institution of Surveyors Malaysia (FRISM), Fellow of the Royal Institution of Chartered Surveyors (FRICS), and Fellow of the Chartered Institute of Building (FCIOB). He also holds chartered memberships with the Association of Construction Project Managers (CACPM), the Association of Certified Construction Project Managers (FACCPM), the Malaysian Institute of Arbitrators (MMIArb), and is a Chartered Quantity Surveyor (CQS).
With more than 41 years in the construction industry—spanning both contracting and consultancy settings—he has developed deep expertise in every facet of construction contracts and project management.

PMr. Lim Chai Chai
He is a construction professional with more than 25 years of industry experience (1980–2005) spanning marine engineering, dam construction, toll-road projects, and residential and commercial developments. He has held roles as Project Coordinator, Contracts Manager, and Procurement Lead for plant and materials, and has extensive expertise in insurance claims and dispute resolution.
In 2006 he transitioned to academia, joining Universiti Tunku Abdul Rahman as a lecturer in quantity surveying and MSc programmes, a position he held for 17 years. During this period he also provided specialist advice to contractors on construction contracts and claims management.

Council Members are elected every two years at ACPM’s Annual General Meeting (AGM). All full members with active CCPM status are eligible to vote and run for office.
