The ACPM Council is the governing body that steers the strategic direction, policy formulation, and professional standards of the Association of Construction Project Managers Malaysia. Comprised of experienced leaders from across the construction sector, the Council upholds ACPM’s mission to elevate the role and recognition of project managers nationwide.

President

PMr. Sr. Dr. Wan Maimun Wan Abdullah

Dr Wan Maimun Wan Abdullah is a highly respected Quantity Surveyor and project management professional with over 44 years of experience in the construction industry. She holds a BSc (Hons) in Quantity Surveying, Master of Business Administration, and PhD in Project Management.

Throughout her distinguished career, she has served in numerous leadership positions within professional and industry organisations, including President of the Royal Institution of Surveyors Malaysia (RISM), President of the Association of Women in Construction Industry Malaysia (WIBM), President of Koperasi Wanita Industri Binaan (KWIBB), Deputy President of ACPM, and Council Member of the Khadijah International Waqf Foundation (KIWF).

Her contributions to the profession have been widely recognised through prestigious awards and honours, including the RISM Malaysian Surveyor of the Year Award, the CIDB Construction Leading Lady Award, the CIDB Fellowship Award, the international PAQS Medal Award, and recently the RICS South East Asia Woman of Built Environment Award. As President of ACPM, she continues to champion professional excellence, leadership development, and the advancement of project management practices within Malaysia’s construction industry.


Deputy President

PMr. Sr., Ruslan Affendy Arshad

Ruslan Affendy Arshad is a construction management professional, educator, and industry practitioner with extensive experience in project delivery, professional development, and competency-based training. He holds an MSc in Construction Management from the University of Glamorgan, United Kingdom, a BSc (Hons) in Building from Coventry University, and a Diploma in Building from UiTM.

With more than three decades of industry and academic experience, he has successfully managed projects in Malaysia and abroad, including the Four Seasons Resort development in Langkawi and major refurbishment works in North Wales, United Kingdom. He is a Fellow of the Royal Institution of Surveyors Malaysia (RISM), a Chartered Builder with the Chartered Institute of Building (CIOB), and a Certified Construction Project Manager.

He has worked closely with CIDB Malaysia in developing industry competency standards, training frameworks, and professional certification programmes for project managers and construction supervisors. As Deputy President of ACPM, he actively promotes professional development, competency enhancement, and recognition of project management as a critical discipline within the construction industry.


Advisor

PMr. Ir. Mohamed Bin Mohd Nuruddin

Ir. Mohamed Bin Mohd Nuruddin is a distinguished construction industry leader with more than four decades of experience in engineering, project management, industry development, and institutional leadership. He began his career in civil engineering in 1976 and subsequently held senior positions in both the public and private sectors, including key leadership roles within the Construction Industry Development Board Malaysia (CIDB).

Throughout his career, he has played a pivotal role in shaping Malaysia’s construction and project management landscape. His contributions include the development of Malaysia’s first Project Management National Competency Standard, the inaugural Construction Industry Master Plan, and the establishment of the Construction Research Institute of Malaysia (CREAM). He is also the founder of the Association of Construction Project Managers Malaysia (ACPM) and was instrumental in promoting the professional recognition of construction project managers in Malaysia.

Internationally, he has represented Malaysia at numerous regional and global forums, including APEC and BIMP-EAGA, and has been a frequent speaker at industry conferences. In recognition of his contributions to the nation and the construction industry, he was awarded the Pingat Kesatria Mangku Negara (KMN) in 2005.


Vice President

PMr. Jesu Dass Muthu - Chairman ACPM Negeri Sembilan (Representative)

Jesu Dass Muthu is a Chartered Building Engineer and project management professional with more than 35 years of experience across the oil and gas, energy, environmental, and infrastructure sectors. He holds a Master of Science degree from Heriot-Watt University and possesses multiple professional certifications, including Certified Construction Project Manager (CCPM), Certified Adjudicator, CDM Professional, and Certified Asbestos Removalist.

Throughout his career, he has led multidisciplinary teams in the planning, design, and delivery of complex engineering and environmental projects. His expertise includes design-and-build project delivery, scheduled-waste infrastructure, construction digitalisation, sustainability initiatives, and carbon-emission reduction programmes.

Under his leadership, his organisation became the first Malaysian construction company to obtain ISO 14064 greenhouse gas verification, earning recognition from the Malaysia Book of Records. As Vice President of ACPM and Chairman of ACPM Training and Qualification Committee, he continues to advocate for sustainable construction practices, innovation, and professional excellence within the industry.

Vice President

PMr. Dr. Abdul Rahman Ramakrishna

Dr. Abdul Rahman Ramakrishna is a project and programme management professional with over 37 years of experience spanning both military and private sector developments. He holds a Bachelor of Science (Hons) in Housing, Building and Planning, a Master of Science in Project Management, and a PhD in Project Management.

During his distinguished military career, he successfully managed numerous design-and-build projects for the defence sector, overseeing project delivery, infrastructure development, and organisational planning. Following his service in the armed forces, he joined the Sunway Group, where he held key management positions including Project Manager, Quality Assurance Manager, and Programme Manager.

In addition to his corporate experience, he has also undertaken property development and construction projects through his own ventures as both developer and design-and-build contractor. As Vice President of ACPM and Chairman of ACPM Professional Practice and Accreditation Committee, he remains committed to strengthening project management professionalism and industry best practices.

PMr. Ts. Manarus Maddin Bin Mat Noor - Chairman ACPM Terengganu (Representative)

Manarus Maddin Bin Mat Noor is a construction and project management professional with more than 32 years of experience across a broad range of engineering and construction projects. Trained as a civil engineer and holding an MBA, he possesses extensive expertise in project planning, implementation, operational management, and project delivery.

He is a Certified Construction Project Manager (CCPM), a registered Professional Technologist (Ts.), and a certified CDM Professional. Throughout his career, he has been actively involved in managing projects across the full construction lifecycle, from project inception and planning through execution, commissioning, and post-completion management.

Currently serving as General Manager (Operations) of a G7 construction company in Terengganu, he leads project delivery teams and operational functions across multiple developments. As Vice President of ACPM and Chairman of ACPM Membership Committee, he actively supports industry development and professional capacity building initiatives.

PMr. Br. Ts. Yat Weng Cheong

Yat Weng Cheong is a highly experienced construction and project management professional with more than 36 years of experience in the planning, development, construction, and property management sectors. His career spans the full project lifecycle, from project inception and design development through construction, commissioning, and post-completion operations.

He is a Professional Technologies with Certified Construction Project Manager (CCPM), Project Management Professional (PMP), Chartered Member of the Chartered Institute of Building (MCIOB), and a certified CDM Professional. His multidisciplinary educational background encompasses civil engineering, construction management, project management, and law, providing him with a comprehensive perspective on project delivery, governance, and risk management.

Honorary Secretary General

PMr Ts. Kaslizawati Kassim

Kaslizawati Kassim is a project management and engineering professional with more than 20 years of experience in the construction industry. She holds a Master of Integrated Construction Project Management from Universiti Teknologi MARA (UiTM) and a Bachelor of Electrical and Electronic Engineering from Universiti Teknologi Malaysia (UTM).

She is a registered Professional Technologist (Ts.) with the Malaysia Board of Technologists (MBOT) and a Certified Construction Project Manager (CCPM Level 6) accredited by CIDB Malaysia. Throughout her career, she has been actively involved in the management and coordination of infrastructure, institutional, commercial, and engineering projects, with expertise in project planning, contract administration, cost management, stakeholder engagement, and project delivery.

Currently serving as Project Manager at Multi Engineering & Construction Sdn. Bhd., she also serves as Honorary Secretary General of ACPM for the 2026–2028 term. She continues to contribute towards strengthening professional standards, promoting industry collaboration, and advancing the practice of construction project management in Malaysia.

Deputy Secretary General

PMr Br. Woon Yong Hao

Woon Yong Hao is a civil engineering and construction management professional with more than 25 years of experience in project delivery, quality management, and construction leadership across Malaysia’s infrastructure, residential, commercial, and government sectors. His extensive industry experience is complemented by continuous professional development, including ongoing postgraduate studies in Business Administration and Construction Management.

He holds multiple professional certifications, including Certified Construction Project Manager (CCPM Level 6), Certified Construction Manager (CCM Level 5), QLASSIC Assessor, and specialised railway infrastructure compliance qualifications. He is also a Fellow of the Institute of Quality Malaysia and actively participates in various professional and industry organisations.

Throughout his career, he has successfully managed major infrastructure and development projects, including involvement in the East Coast Rail Link (ECRL). His expertise encompasses project management, quality assurance, contract administration, safety compliance, and stakeholder coordination. As Deputy Secretary General of ACPM, he contributes towards strengthening professional governance, industry engagement, and the advancement of project management excellence within the construction sector.

Honorary Treasurer

PMr Wong Chiew Yin

Wong Chiew Yin is a construction project management professional with more than 25 years of experience across various sectors of the construction industry, including construction materials trading, specialist insulation works, property development, interior fit-out consultancy, and construction contracting services.

He holds a Professional Master’s Degree in Construction Project Management and a Bachelor of Science in Industrial Design from Universiti Teknologi Malaysia (UTM). He is a Certified Construction Project Manager (CCPM), a certified CDM Professional, a Safety Site Supervisor (SSS), and a competent QLASSIC and SHASSIC Assessor accredited by CIDB Malaysia.

Throughout his career, he has successfully managed and delivered a wide range of projects while developing strong expertise in project planning, construction management, quality assurance, safety compliance, and business operations. As an entrepreneur, he founded ZE-DE Sdn. Bhd., which has since grown into a CIDB Grade G7 contractor with ISO 9001 and ISO 45001 certifications, supported by complementary operations in construction materials trading and manufacturing.

Currently serving as Honorary Treasurer of the Association of Construction Project Managers Malaysia (ACPM) for the 2026–2028 term, he contributes his professional expertise towards strengthening the Association’s governance, financial stewardship, and continued growth as a leading professional body for construction project managers in Malaysia.

Immediate Past President

Ar. PMr. IDr. Kol(K) Dato Seri Dr Amer Hamzah Mohd Yunus

Dato’ Seri Dr. Amer Hamzah Mohd Yunus is a distinguished architect, construction project manager, and public sector leader with more than 37 years of experience in the planning, design, conservation, and delivery of major government infrastructure projects. He holds a Master of Science in Architectural Building Conservation and a PhD in Architectural Conservation Management.

A Certified Construction Project Manager and Professional CDM Practitioner, he served with Malaysia’s Public Works Department (JKR), rising to the position of Deputy Director General (Building Sector). During his tenure, he led the implementation of numerous strategic national projects, including major design-and-build hospitals, overseas Malaysian embassies, and the construction of the New National Palace.

Recognised for his leadership and contributions to the built environment, he continues to play an active role in advancing professional project management practices and industry development. As Immediate Past President of ACPM, he provides valuable guidance and continuity in supporting the Association’s strategic initiatives and professional growth.

PMr. Jimmy Yap Sze Chun

Jimmy Yap Sze Chun is a construction project management professional with over 26 years of experience in managing projects across both the public and private sectors. He holds a Bachelor of Science (Hons) in Housing, Building and Planning with specialisation in Construction Management and has been a Certified Construction Project Manager since 2007.

Throughout his career, he has successfully managed a diverse portfolio of developments, including residential high-rise buildings, commercial complexes, industrial facilities, and educational institutions. His expertise spans the entire project lifecycle, from project planning and procurement through construction, commissioning, and handover.

With extensive experience in project coordination, stakeholder management, and construction delivery, he has consistently contributed to the successful completion of complex developments. As a Council Member of ACPM, he supports initiatives aimed at strengthening professional competency and promoting best practices within the construction project management profession.

PMr. Ir. Zaki Kudus

Ir. Zaki Kudus is a Professional Engineer and Managing Partner of AHAR Consultants PLT with more than two decades of experience in infrastructure, energy, and sustainable development projects. He has successfully led multidisciplinary teams in delivering complex engineering and construction projects across Malaysia and the region.

His expertise includes integrated infrastructure systems, underground utilities, energy-from-waste facilities, transmission networks, and sustainable engineering solutions. He is particularly recognised for his ability to manage technically demanding projects while integrating sustainability principles, risk management strategies, and resource optimisation throughout the project lifecycle.

As a Council Member of ACPM, he brings valuable expertise in strategic project governance, infrastructure resilience, and sustainable development. His professional contributions continue to support the advancement of project management practices for complex and future-ready infrastructure developments.

PMr Ts. Aliff Khan Azim Khan

Aliff Khan Azim Khan is a project and construction management professional with more than 20 years of experience in the healthcare, aviation, hospitality, and commercial development sectors across both local and international markets.

He is a Certified Construction Project Manager (CCPM Level 6), a registered Professional Technologist (Ts.) with the Malaysia Board of Technologists (MBOT), and a Professional Project Manager registered with ACPM. His expertise encompasses project management, construction management, BIM-enabled project coordination, contract administration, and sustainable development practices.

Throughout his career, he has successfully contributed to the delivery of complex developments involving multiple stakeholders, disciplines, and operational requirements. As a Council Member of ACPM, he actively promotes innovation, digital transformation, and professional excellence within the construction project management profession.

PMr Vijindran Kandasamy

Vijindran Kandasamy is a senior project management professional with more than 21 years of experience in infrastructure, environmental engineering, energy, and waste management projects throughout Southeast Asia. He currently serves as Group Head of Project Management and Technical, overseeing major sustainable infrastructure initiatives and strategic development programmes.

He holds a Master’s Degree in Project Management from Universiti Teknologi Malaysia and is a Chartered Building Engineer (CABE), Certified Construction Project Manager (CCPM), and Certified Project Manager (ACPM). His professional expertise includes EPCC project delivery, waste-to-energy facilities, procurement transformation, environmental engineering, and sustainable infrastructure development.

Throughout his career, he has successfully led multidisciplinary teams in delivering complex projects from concept development through commissioning and operational readiness. As a Council Member of ACPM, he contributes his extensive industry knowledge while actively supporting professional development and sustainable project management practices.

PMr. Cr. Br. Dr. Gs. Ts. Kiing Sie Yin (Co-opt for Sarawak)

Dr. Kiing Sie Yin is a seasoned project and construction management professional with more than 30 years of experience in project delivery, organisational leadership, and professional development within the construction industry.

His expertise spans project management, construction management, competency development, and professional accreditation. Throughout his career, he has been actively involved in advancing industry standards, supporting capacity-building initiatives, and strengthening collaboration among construction professionals and industry stakeholders.

As ACPM’s Sarawak Representative and Council Member, he plays an important role in promoting professional engagement and expanding the Association’s presence in East Malaysia. He remains committed to advancing construction project management practices and fostering industry excellence through professional development and collaboration.

PMr. Datuk Ir.Ts.Gs.Br.Qpr. Dr. Armarjit Singh (Co-opt for Sabah)

Dr. Armarjit Singh is a Professional Engineer and water infrastructure specialist with more than 26 years of experience in water supply, wastewater management, and infrastructure development projects across Malaysia and Brunei. He holds a PhD in Engineering Education, a Master of Science in Water Engineering, and a Bachelor’s Degree in Civil Engineering.

He is registered with the Board of Engineers Malaysia (BEM) and is actively involved in several professional organisations, including the Institution of Engineers Malaysia (IEM), Malaysian Water Association (MWA), ASEAN Associate Engineer (AAE), and Association of Consulting Engineers Malaysia (ACEM).

Throughout his career, he has led the planning, design, implementation, and operation of major water infrastructure projects, including water treatment plants, transmission systems, distribution networks, and bulk water transfer schemes. As ACPM’s Sabah Representative and Council Member, he contributes significant technical expertise and leadership towards the advancement of engineering and project management practices within the construction industry.

PMr. Dr. Rosli Nekmat

Dr. Rosli Nekmat is a highly respected transportation, infrastructure, and project management professional with more than 40 years of experience in planning, engineering, construction, and project delivery across both public and private sector developments. He holds a Bachelor of Engineering (Civil) from Universiti Teknologi Malaysia (UTM), an MPW and MSCE from the University of Pittsburgh, and a PhD in Transportation and Urban Systems from the University of Pittsburgh.

Throughout his distinguished career, he has played a leading role in the development of strategic transportation and infrastructure master plans, including the Integrated Urban Transportation System (IUTS) Master Plan for Kuala Lumpur, state public transportation plans, and multimodal transportation blueprints for major urban growth regions throughout Malaysia.

His extensive project portfolio includes the implementation of major Public-Private Partnership (PPP) infrastructure projects such as the Kelana Jaya LRT Line, Guthrie Corridor Expressway, and the Malaysia–Singapore Second Crossing. He has also overseen the successful delivery of more than 500 public sector projects nationwide through the PMC programme.

Dr. Rosli served as the Founding President of the Association of Construction Project Managers Malaysia (ACPM), leading the Association from its establishment until 2019 and playing a key role in promoting the professional recognition of construction project managers in Malaysia. As Internal Auditor of ACPM, he continues to contribute valuable leadership, governance, and industry expertise towards strengthening the profession and advancing project management excellence nationwide.

PMr. Lim Chai Chai

Lim Chai Chai is a construction and quantity surveying professional with extensive experience spanning both industry practice and higher education. His career includes more than 25 years of involvement in construction projects covering marine engineering, dam construction, toll highways, residential developments, and commercial buildings.

Throughout his industry career, he held various leadership and management roles including Project Coordinator, Contracts Manager, Procurement Manager, and Claims Specialist. His expertise encompasses contract administration, procurement management, construction claims, dispute resolution, and project coordination across complex multidisciplinary projects.

In 2006, he joined Universiti Tunku Abdul Rahman (UTAR) as a lecturer, where he contributed to undergraduate and postgraduate programmes in quantity surveying and construction management for over 17 years. Alongside his academic responsibilities, he continued to provide professional advisory services to contractors and project stakeholders in construction contracts and claims management. As Internal Auditor of ACPM, he contributes valuable industry knowledge and governance experience in supporting the Association’s professional and organisational development.

Council Members are elected every two years at ACPM’s Annual General Meeting (AGM). All full members with active CCPM status are eligible to vote and run for office.
